I vote 3's all the time. It's an average vote for an average story. My definition of that, is a story that has okay grammer and content that, while not bad, isn't anything that really stands out.
I'll use a two for something that's generally lacking, but still shows some potential for talent. A four is for a story that might be technically superb, but lacking in content or vice versa. A five is for when it all comes together for me. I rarely vote a one because if it's that bad I don't make it through it. (Yeah, I know DM, that's so wrong of me. ) The only time I end up voting a one then is if I manage to finish and end up feeling like it was a total waste of my time.
