Oliver asked Ewan, a disgraced knight and childhood friend of his, to halt all shipping into the kingdom, even into his own port of Kelderan. He also asked Ewan to send men ashore and round up a bandit army to begin looting and pillaging the southern coasts, making their way towards the capital.
Oliver tied the letter to the foot of a specially trained hawk, and sent it off the balcony of his room.
