Small town and someone new moves to town. One of those situations where a writer seeking inspiration and seclusion to write their great novel (American or otherwise).
This person is extraordinarily handsome/beautiful/sexy.
So much so that they capture the attention of everyone in town. Open and gregarious they become involved in town goings on and at first they seem to be quite a good fit for their little town. Wealthy but not ridiculously so they top off the budget for the boys little league team and girls field hockey team and donates money for the annual BBQ cookoff in the town square.
Until the rumors start. Mr./Mrs. Smith was seen leaving their house late one night. The four-person town council meets at his/her home and afterward are surprisingly silent on whatever happened in there. The town busy-body circulates that she's seen nudity through uncovered windows, when she happened to be looking for birds near the home.
What's going on I wonder?
 
Some kind of Sci-Fi/Fantasy/Mind Control story seems obvious with this setup, maybe even Erotic Horror if you want to get that dark. So far you could be talking about Dracula or Invasion of the Body Snatchers. That route seems so obvious that I kept looking for other options.
  1. A pyramid scheme or cult. The newcomer is the leader or a major hub of some kind of insular group that's big on recruiting and a hierarchy and not totally legitimate. Think NXIVM. This could be very dark without any supernatural elements.
  2. The newcomer is just really good in bed and not interested in monogamy. They just keep seducing people left and right. It would probably need a lot of humor to keep it mundane and harmless with that basic opening.
  3. Something supernatural and not MC or horror.
    1. They're an exiled faerie noble, the locals visiting them are other elves in disguise or similar creatures, and they're just in town while they're out of favor in court.
    2. It's a time travel story and the newcomer's younger self is also in town and the newcomer is trying to change their past.
    3. The newcomer is from another planet and trying to get home or something and everyone who goes in the house stays mum about it because no one would believe what they've seen.

They are an Energy Vampire, living off other people's energy they consume while having sex with them. The trick is to have just enough sex to sip at some of that lovely nectar, but not overindulge so as to kill/suck dry their sexual partner. That's why they are non-monogamous as no one person could consistently satisfy their needs.
 
Newcomer could be an incubus/succubus if we're going the supernatural route. But my funny brain is tingling now and thinks about a Witch or an apprentice Wizard having quite a few mishaps with the occult knowledge they're trying to learn.

Any non-supernatural ideas? More like @CalBishForNow's #2 idea? Just someone good looking who doesn't care who they seduce?

Ok, this might sound conceited coming from me, but how about exactly that: an artist of sorts, but does sex work on the side? A gossipy small place, everyone knows each other, no one has anything better to do...

Although being an artist nowadays is more like doing OnlyFans and also art on the side, but that's irrelevant.
 
If you're interested in #2, it reminded me of a scene from Family Guy, in an episode where Bill Clinton seduces Lois Griffin. He's just so seductive that by the end of the episode he's seduced Peter Griffin too.

If you want to keep it mundane, and have married people and all the town council under his sway at once, I think a comically seductive Casanova is the only way to do that doesn’t also get dark. You can have a cult, or some mafia thing, or sex trafficking, or someone who's just really, really good at talking peoples' pants off.

But more and more, I like #3.2. Who is the newcomer? It doesn't matter, it could be anyone in town who isn't already old as long as there's an explanation of their wealth and change of appearance. Why do they want to seduce so many prominent figures of the town? Because they remember lusting after them in their youth, or wants to cuck their spouses to get revenge for childhood bullying. How can the newcomer seduce them? Because of secrets that were learned in their childhood, or even in the future from the perspective of the townspeople!

If you don't want the sex work angle, I thought about turning the character into someone who actually does art on the side, but is there on some business that makes people curious. It could range from the Twin Peaks route (foreign investigator solving a mystery, not necessarily a detective, but a journalist?), or it could just be a recent transfer, like a new doctor in town, or a new teacher, or some sort of profession where they must deal with the locals in one way or the other.

As for their side job/artistic endeavour, it could be either a hobby, or some project they now found themselves getting some time to make progress upon, or have a chance. If journalist, then aside from the job, maybe they want to write about the people there, for instance. You can either tie it to their skills set, or not. A detective who happens to be a musician? A physician who is also a poet, which isn't too far off from William Carlos Williams?

This could give it a more cozy romance vibe now that I think about it.
 
My first thought was vampire (Though Salem’s lot has been on the mind).

For non supernatural: she’s just incredibly attractive and her personality is one that welcomes you. While not supernatural, she can tell what people want and she believes in free love so she’ll do her best to give it to them.

I’d still say have a supernatural bent to her. Like describe her kinda like:

“In her, Doc Benton saw youth. But not the cruel mockery of the young laughing at the ravages of age as they took for granted the gifts time would steal: rather a warm nostalgia that rekindled forgotten infatuations and reckless passion. As she drew him towards her and her lips met his, his cynical mind gave way to innocent optimism and curiosity.”

Or “Linda was used to being clocked. To having another woman wandering into this sleepy town, giving her a knowing wink and then passing by her, leaving her with dashed hopes and a heartache that grew like a sinkhole. But now here was a woman who not only knew what she was but who she was, a woman who had made no promises but was now delivering a lifetime of fantasies as she she her garments and invited Linda to do the same.”

So while she is mundane she seems like she’s supernatural.
 
…but for supernatural:

She herself is not a siren but her home contains them (for fun: have a mix of the original bird like ones and the more mermaid like ones) and her home is like a finishing school: teaching them how to safely indulge their instinctual desires without harming people and bringing undo attention
