You do not make the rules for how people operate their accounts. No one is required to operate by your rules, or to feel bad for not doing things the way you think they should.
I don't think he is. The objection he's raising is legitimate. The forums have been flooded with sock puppets for as long as I've been here, we've had numerous discussion here about 1-bombing (which implies alt accounts). He's not wrong to be suspicious.

The mention of sock puppets reminds me that decades ago, I created a sock puppet with some friends on a particular listserv, gave her a back story and some (relatively civilised) rules of behaviour, and let her loose. The trick was that we didn’t know who had their hand in the sock at any one time, so to speak, although two hands in the sock was even more interesting. We thought that we were being so clever at the time, but the joke was on us: rather than being an instrument of evil, the sock puppet turned out to just be our creative commons.
She’s still around, being perfectly respectable as the outward identity of a member of the group - the sock puppet did a merge with a real person.
