The interests behind internal combustion engines have blocked innovation in propulsion for 100 years.

Steam and electric motors have lost to fossil fuel power a few times now.

I first saw BMW’s Hydrogen car in 1989(?). It’s still not available.
 
I'll throw one more concern in. We still have no way of efficiently recycling the damn things. They are a witches brew of carcinogens and heavy metals.
That really was the point that I was making; the side-effects are no great improvement, but it makes the Red-Greens feel better about themselves because, damnit! They care, they're making a difference and everyone not on board with their agenda really wants dirty air, dirty water, Dead Sea horses...

If it weren’t for regulations put forward by the Clean Air Act cars would have no emissions controls.

What would have been the incentive to decrease tail-pipe emissions without regulation? Would you pay more for a car that pollutes way less? Is clean air a worthwhile thing? Does regulating toxic fumes contribute to the “general welfare”?

Only regulations that comport with the power delegated within the enabling legislation that created the agency in question. All of which has to be supported by authorities conveyed to Congress by the Constitution. Picking up the trash and running the entire economy of a free society are two different things. We only have to understand what is happening and armed with our "vote" we can put it down. Unless of course, the Democrats want to dictate or deny us our vote as well.
