Absolutely. No employer is required to provide full time employment, only the employment required to satisfy needs of production, maintenance, sales, and distribution of their products. Employers aren't Shanghaiing their workers off the streets and impressing them into labor gangs. They walk in and fill out an employment application. If they don't like the conditions of their employment they can walk off and seek it elsewhere. The idea that employers have to be welfare outlets is a ridiculous leftist corruption of the free market.
Well then, the question becomes: why does one of the most profitable companies in history use part-time workers?
A good corporate neighbor is always willing to work as a team with the local community/local government to ensure the shared relationship is a winning and productive one.

The most prominent cycle is the mass hiring of temps leading into the Christmas season, but big-box home stores take on help as soon as it looks like planting season. They cannot keep them on, in both instances, when demand falls off. Do you work? or are you on disability too?
