Drakk, does your character have a nemesis of any kind?
It strikes me that you're going for kind of a vibe of a Robin Hood that couldn't quite pull it off. Or a Robin Hood that couldn't quite stop being Robin Hood even after King Richard came home and flushed Prince John.
He tried returning to a "normal" life and couldn't swing it?
Or. Thought.
The Earth Kingdom never really had a Prince John, as such. (Unless you count Long Feng, who is, let's face it, long gone.) The Earth King's a decent guy, if naive and somewhat distractable. (Like me! Oohsomethingshiny! ...what?) That doesn't mean there can't be a Sheriff of Nottingham out there, forcing your guy to stay on the run, forcing him to ne'er abandon his life of crime.
Maybe he's a combination of The Sheriff of Nottingham and Sam Gerard from "The Fugitive?" A little bit bent, corruption-wise-- he's on the dole for these nobles you keep talking about --maybe a little bit dedicated to law and duty, maybe a little bit obsessive. I dunno, just tossing out ideas, here.
It just seems to me that kiiiinda looking like a Fire National wouldn't be enough to stop him from being able to hang up his conical hat and Badger disguise and Kyoshi-inspired battle-fan, if he really wanted a regular life.
So maybe he couldn't swing it as an average citizen, just couldn't cope. (PTSD, of a sort?) Or maybe some guy wants to grind Ryuodo's bones to make his bread.
