Joe Biden is the President of the United States. No one should be a bigger surrogate for Kamala Harris than him. Except that he's so senile and such a liability on the campaign trail that he can't even be trusted to do campaign Zoom calls with Latinos without causing a multi-day negative news cycle for his vice president. With her campaign already floundering, the last thing Harris needs is Biden adding fuel to the fire. So the decision seems to have been made. It's the basement and the duct tape again for Joe.
