Sure...the killing of large numbers of people, including innocent adults and children, was a concept completely outside their experience and imagination.

President are NOT absolute Monarchs. They don't make law, they are chartered with enforcing the laws passed by congress. And that's exactly what these, and other, law suits are about. The administrative branch trying to make law on the fly without any underlying congressional law to support their actions.
