I said decide to buy a new one, not that you need one. The vast majority of new cars aren't bought because people need them, they just want them.
I'm talking about actual need, since we need roads.

But yeah, the mechanics are the clincher. Not that I don't think it's possible, we just don't have the desire to work them out. That would take effort.

Fair enough. Even if I disagree I don't think I've ever even known someone who bought a car because they wanted it. Now I guess we could quibble about the definition of "need" I mean my Aurora would have limped along for a few more years with constant repairs when I got my Crown Vic but still.

Two things come to mind. First the original tax, a gas tax was also regressive. Occasionally poor people have to bite the bullet. It sucks but there it is.

More importantly do you have a different solution? Because at the end of the day shit needs doing.

The people for this tax and for tracking every citizen are the ones who don't have to worry about shelter, work, food, etc. for their family and can opt out of being kept track of like they were East Germans under the communists. The gas taxes in CA are among the highest in the nation and yet we still have toll roads and trains to no where and no real public transit system except in a hand full of large cities, but mostly in their business areas.
If you can find a lawyer/politician who can handle his own family budget like a business person or family person than I will try to understand why they keep asking for more money and yet never seem to solve the problem. Those who drive the most are the working class who need their cars to get from work or school to home. With the cost of housing, etc. many people live miles from where they work.
We passed a bill to make the 405 freeway wider to handle more traffic. So what did the politicians do? They made a toll lane for the rich to have as their private road and the rest of the drivers are stuck with the same lanes and yet less money in their pocket.
As far as electric cars go that is a really good con. Remember oil companies are cartels yet you can find different prices at different stations. Electric companies are monopolies and once they get set with people stuck in cars that are slave to their business they can charge and keep charging and not lowering their prices. The cost of oil goes up and down and whereas electric will not. Especially since it is a partner government controlled organization. Just recently there was a gas leak that made people sick, closed down business and people had to leave their homes. The Gas Co. was finally forced by public outcry to pay the people for being forced out of their homes, but no recourse for any sickness caused. So what did they do? They raised the gas bill (unlawfully) to the people in the state to cover their incompetence. The government, being influenced and part of the problem allowed them to get away with it.
I realize there are people here who say we should be taxed higher and higher and that we should give up our freedom to the state. These are the same people who cry out against global warming yet refuse to put any blame on China, Russia or other countries for being the main cause. They feel it is safer to blame the U. S. and tax their own people and punish us then solve the problem by pointing a finger at the mess China has made and Russia and South America and Africa.
So put a tracking device on your car and allow the state to follow you wherever you go and increase your taxes so that you don't have to spend money on food or shelter. Give up your right to free movement, you must only go where the state says you are allowed to go. And as far as they using the money wisely, well you know how wise they have all ready used the money we have given them.
