Click the name of whoever you want to PM & there should be an option to message them. If there’s not, they probably have their settings set to not allow messages or only allow them from friends.

Or, if you’ve already messaged someone, click on the message icon (highlighted in red in the picture) at the top of your server list on the left and you’ll see a list of people you’ve messaged. Then just choose who you want to message and continue the conversation.
