The border was “secure” insofar as it was NOT open and it WAS being PATROLLED (hence THE BORDER PATROL). The immigration reform and border security bill, that was basically a Republican wish list, (and was sabotaged by DonOld) would have provided funding to solve many of the problems at the border and make it MORE secure.
