Isn't it funny how if there is a (D) behind the name no one gives it a second thought but if someone has a (R) it gets emblazend all over the news as to how (insert favorite racist, bigotted, desparaging insult) they are..

Depends on what's being discussed.

Politifact for quick references to statements and quotes, and I'll rummage through JSTOR for academic reports and then continue on from there.

women and the efforts of women globally to address climate

Climate change impacts more than just women, but in developing nations where more than 50% of the workforce is female... it's important to address that issue particularly.

(2) encourages the use of gender-sensitive frameworks in
developing policies to address climate change, which account
for the specific impacts of climate change on women;​
I'd certainly like to live in a world where we don't need gender-sensitive frameworks, but at one point in time "all Men" was taken to be "all white, property-owning Men".

(3) recognizes the need for balanced participation of men
and women in climate change adaptation and mitigation efforts,
including in governance positions;​
Pretty self-explanatory.

(4) affirms its commitment to support women who are
particularly vulnerable to climate change impacts to prepare
for, build their resilience, and adapt to those impacts,
including a commitment to increase education and training
opportunities for women
to develop local resilience plans to
address the effects of climate change;
