To be clear, a tie or snaps to keep the crotch closed until you are ready to open it, or a tie or snaps on the hips/sides to facilitate easy removal?

Assuming the former, there are lots of good examples. Agent Provacateur has an entire line of Ouvert (open) panties, including several with closures of some sort (like Seren Ouvert, for example). Not cheap, for sure, but stunning.

Maison Close have some nice things, including a range they call "Jeux magnétiques". The poppers are, as you might expect, closed by magnets.

I know open crotch is a kind of cheap , cheesy concept. "Ouvert panties" sounds much classier. But I confess I do like them. Do I like them more than a complete absence of underwear? Im not sure. Depending on the accessibility they offer for inquisitive fingers or an impatient cock i probably do.

But it's interesting how some are created for back entry only, and look perfectly modest from the front. (or vice versa). What's the point of that?
