By definition, if a normal pricing structure results in a 1% profit margin and that margin doesn't change, then there is no price-gouging occurring. Price gouging would result in higher than normal margins. Evidence of such gouging would be a sudden increase in margin high above what is expected.

I would expect the policy would be implemented beyond retailers and include suppliers whose prices would be scrutinized regarding demand and their own profit margins.
