While I don't have any nefarious deeds plotted for the concert, I'm tempted to have Madame attend because she is a huge Powerline fangirl. But on the same hand, I don't want her to just "be" there, if that makes sense...

There's going to be a bad guy at the concert. Villains at the concert will probably have to choose to help the bad guy or side with the heroes to defeat him. He will be out to harm Powerline and the thousands of people at the concert.

That's up to Hc, but I would say that highly likely. Security for concerts can be a mixture of police, local or higher, and private security, or just plain private security.

Herc will be going as well, as an invited guest. a VIP just like his other business competitors (maybe) like Donovan and Sullivan (Beast).

As for who he is going with, I'll say no one but his NPC Secretary Jessica Waters.
If Elsa is going as part of assigned security, I intend establishing connection with her. Same thing applicable to Mulan. This is because their nightly heroic acts have come under the radar of US. Thus my main reason for attending.

If both doesn't appear, I think I'll just sit and enjoy the music till something interesting happens

I'll just write up a Powerline GM post to go along with the other GM post I owe (in another game). This GM event doesn't have to be the only event you got going on. You can have other plots going on on other days. Just be sure to use the tag.

I would think that anyone with "abilities" or talents would be part of what would interest Jean Gene and Madame.

Any one with abilities will certainly interest Hercules. Though his identity as the Prince of Power is unknown.
