THE ONE AND ONLY standard is whether the affidavit for a warrant alleges sufficient facts and circumstances for a reasonable person to believe that a crime has been committed and the items to be searched or the person/property to be seized is in the place to be searched.

The judge doesn't hear testimony when he's reviewing the affidavit for a warrant other than SOMETIMES asking "is there anything you want to add?" Because everything he needs to know is in the affidavit. He can say the information in the affidavit isn't sufficient to grant the warrant, but HE CANNOT say that he doesn't believe the witnesses. Because there aren't any witnesses.
