Editing mpegs for dvd

How does one go about editing (improving) the picture quality of an mpeg or avi for dvd? Say for example the picture is fine but when you full screen the quality is pixelated and not as clear. The same as it is when you convert it to dvd files.

You mean the original copy has the same problem? As far as I know (and barring any expensive technology and hiring professionals), I don't think you can improve the quality of a video better than the original video.
