My first decree would be to tell everyone who calls himself/herself a Christian to take a look at the life that he/she has lived so far and if they can answer honestly and say that they have treated everyone they would like to be treated themself then he/she could be entitled to call theirselves Christians. *in other words I'd banish the hypocrites from religion*
