A quick overview is that Ukraine will have to cede territory to Russia and be restricted from joining NATO. They must also agree to be a non-nuclear state and will have to hold elections within 100 days. They will get enforceable security guarantees directly from the United States.

Russia must relinquish territories outside the five that Ukraine will cede. They will have to agree not to invade neighboring countries and must “enshrine in law its policy of non-aggression towards Europe and Ukraine.”

The treaty will be “monitored and guaranteed by the Peace Council, headed by President Donald J. Trump.”
