Modern government buildings are deliberately bland, ugly, imposing, and inhumanly scaled to make the point that bureaucracy gives no fucks for people. Trump's Making Federal Architecture Beautiful Again order replaces brutalism and similar crap with classical architecture. That is an example of why bureaucrats hate Trump. By making their workplaces look more inviting and beautiful, he changes expectations of the services provided inside, a little bit of pressure on bureaucrats to start caring about the people they are paid to serve.

Those are copies of the Arc de Triomphe, which Trump also wants to copy, but enlarged, which is both Trumpian and American. It's somewhat ugly, but also classical. There are worse monuments to copy, like the glass pyramids and generally anything designed by starchitects. Developing a more American style will take a few more centuries as we develop our own American civilization.

From a government waste perspective - where should beauty rate on a scale of investment?

I'm not suggesting how important it should or shouldn't be, but, anything above functionality is additional money that does not NEED to be spent for any government function.

There is a subjective measure by which drawing in the best talent may benefit from the beauty of a building.

As for the effort, it seems odd that a man who schelacks gold all over everything as a form of "beauty" would be in charge of anything or the sort.

I am of the opinion that the arch is not an issue. The only issue I would have is if he makes the arch about him. Based on his past behavior, the likelihood is high that he will impose himself on the resulting structure in a way that detracts from the benefit to our country by a significant amount.

As he said out loud that he wanted to rename the Gulf of Mexico the 'Gulf of Trump' but was persuaded to downgrade that to 'Gulf of America', I don't see that he will make his 'Triumphal Arch' about anybody else's triumphs.

Neoclassical architecture IS better than brutalism -- but it WOULD be a waste of money to demolish and replace any brutalist building that is functional for its purpose, just for esthetic reasons.
 
Arches are at any rate cheap to build. No interior. Putting up an arch is relatively harmless, compared to replacing the East Wing with a ballrooom.
 
Anyway, I should think Trump's favorite style would not be neoclassical, but something from the Gilded Age. Neo-Gothic or Queen Anne. The sort of thing a Vanderbilt or an Astor might have put up. Like Biltmore:

Well, I suppose there never was one that did not derive from the Old World by one route or another. American colonial is no imitation of anything Native American. Even oh-so-American modernism derives from German Bauhaus.
