It depends on what is being worn.

What is considered what gender can wear what; changes in society. High heeled shoes was originally intended for men to wear so they could hook their shoes into the stirrups of horses, but that has since changed. So has the wearing of hosiery, as that was originally worn by men as well. Used to keep their legs warm since breeches of the times did not go fully down the legs, although it was much different than today since it was made of silk and not nylon for pantyhose/tights/stockings.

Women today wear and are accepted to wear pants, briefs, socks and even suit jackets. Even boots is accepted as woman-wear.

There are probably some bathing suits and underwear that might be considered men-only by society norms, and that is what really would constitute cross-dressing by women. The wearing of articles of clothing typically considered by society as belonging to one particular gender. Wearing your husband's socks would NOT be considered cross-dressing whereas your husband wearing your pantyhose would.
