Here, if you see exaggerations you're more likely to see them from those who lean more Right. Liberal leaning people are pretty cool here.

Here, you are more likely to see those types of dynamics (attacks under the PC mantra) mostly in workplaces in state owned or large institutions.

As to the system's attitude:
My understanding from what I read online is that what you're referring to ("feel good safe spaces" and so on) occur in Colleges and Universities.

But that bullying in secondary schools is still insufficiently addressed.

I assume that it was insufficiently addressed too during my time, because there was no official mention of the word.

It depends a lot on the parents, I think.
Some use it as a good life lesson for the kid, others say: "It must have been your fault", others are helicopter parents.
