Of course I immediately am thinking of a horror twist.
These clinics start opening up and while they get lots of scrutiny, people do find them helpful. In addition to helping touch starved people, there starts being anecdotal evidence of anxiety and depression help…which of course leads reporters wanting to get the scoop.
So story follows a reporter who starts setting cameras up at the clinics. Most clients just get the hugs but some use it to satisfy sexual desires, at first the staff seem to act like they don’t know but then they are actively engaging in it…but reporter can’t see what happens in a restricted area where clients don’t return from.
So they sneak in and see what at first appears to be an orgy but the clients, in between coitus, are slowly being compressed and absorbed into the staff who are still tender and supportive even as they absorb the clients. Reporter gets the pictures but then feels a pair of arms wrap around him

Mental hospitals and nursing homes allow the nonprofit to come into their facilities with the understanding the nonprofit accepts liability and cannot sue the facility.
Some patients try to be violent or try to be shocking to push the non-profit away but all of the staff take anything in stride and once they latch onto a patient, the patient’s aggression slips away along with their anxiety and imbalances.
Instead it’s replaced with feelings of affection, love and lust and the staff freely explores that with them too until the patients are left in a peaceful state of mind.
