That all depends on who has custody and who is doing the mistreating.

Start writing to the lowest level in the custodial hierarchy that is not involved in the mistreatment or the district attorney with jurisdiction over the custodial hierarchy.

If you mean prisoners in the county lockup, probably the Grand Jury. If you mean Gitmo, maybe your congress member, although it won't do much good.

If its a federal or state prison, write to the warden. CC it to the ACLU - that usually gets their notice (I've written countless letters about Leonard Peltier).

If its the county jail, write to the sheriff, also CC to the ACLU.

I would either CC to or individually write to several levels of the chain of command. I'd start, as Harold says, with the lowest level not involved in the actual abuse, and I'd spread two or three levels higher as well to ensure that several people were aware that their supervisors had also been contacted.
