It's the woman's choice whether or not she's going to answer anything the guy says based on how he looks or how he sounds. But if she makes that first move, it's up to the guy.

But I can't number all the times that a guy just thinks "Hey, I've got a moving part" is attractive.

Good question. I think it is still seduction even if you tell them your intent. The seductee still needs to be wooed into it. I've had men tell me, "I'd love to take you home and ___", but the actual seduction happens with eyes and smiles and touches and a lot of unspoken signals.
