Air temperature within the eye and in the outflow of a hurricane is raised by flying scores of jet planes with afterburners in the structure. Small changes in temperature on a large scale bring in large changes in other variables on the smaller scale to change the direction and intensity of the hurricane.

Are people taking this thread seriously? If so... this is in my actual area of expertise (much more so than writing stories). In a nutshell, cloud seeding has limited effectiveness and is usually not commercially viable (putting aside the moral hazard of taking away somebody's rainfall). Weather modification experiments are generally inconclusive or negative. The great majority of weather modification techniques discussed in popular culture are either rubbish or impractical - Hurricane / tropical cyclone / severe storm modification techniques included. And then there are the whacko theories like HAARP etc - it would be more plausible to argue that Aliens are controlling the weather through unknown techniques than to argue that these work, because then at least you're introducing a 'God of the Gaps' type argument where you don't need a physical science basis. And there are no 'Deep State' weather modification programs. If weather modification worked, I suppose you could assume some. But it doesn't.

CLIMATE modification is another matter. Climate is much easier to change, because you just need to change atmospheric composition, or albedo, or another basic variable over a sufficiently large area to change the average weather that a place experiences. Start a nuclear war, or pump out lots of CO2, or reflect a heap of sunlight into space - you will change the climate. But you still can't control what happens on any particular day in a particular place.
 
^Good post. In my state, they do practice cloud seeding in mountainous areas to increase snow pack and run-off for hydroelectric generation. Some have confused this practice with chemtrails, which is a fringe (and generally debunked) weather-modification theory.

Yep. In Australia too, Snowy Hydro have done cloud seeding for years to increase rainfall over the catchment area for the Snowy Hydro scheme. There's no reason why it shouldn't work a little, althought the claimed benefits are rubbery. But they've recently paused, pending a review 'to ensure that it remains a commercially viable part of Snowy Hydro’s operations.' In other words, senior management are dubious about it! And chemtrails have never been a thing of course, again lacking a physical basis as to why they would work even if such an operation could be conducted in secret (it couldn't).
