This last week he received hundreds of messages from people accusing him of modifying the weather and creating hurricanes from space lasers.

The hurricane response wasn't terrible. My God the way that you live in complete fear at all times of day ready to harp at anything and stir up division and hate is just entirely pathetic and disgusting.

I don’t know FEMA’s demographics, but usually in Western countries, decision makers in Emergency Response orgs will tend to be white males, often with police or military backgrounds, whereas disasters usually disproportionately hit the most vulnerable, who are more likely to be female, non-white, and poor. Helping the emergency management people understand how others might see them is important. The statements in the training are likely to be objectively true (I speak as a white Australian male, and they would be true here), but are also confronting.
