There are several things going on here from a geopolitical standpoint.

The first being is that the Iranian Revolutionary Guard actually think they can win a military confrontation. They can't, but they think they can. In other words, they're itching for a fight. The risk is that they take some military action NOT approved by the ruling council.

The ruling council wants the US, or its allies, to take the first military action. Something that the council can claim they were 'attacked.' They need to do that in order to rally the population. And the reason they have to have some act to rally the population is because the sanctions ARE starting to bite and the natives are getting restless. They are now blaming the council for the fact that their already tenuous quality of life is getting worse by the day.

And that is precisely why Trump was right to call off the planned strike after the drone shoot down. It would have been an over reaction and would have played right into the mullah's hands.

One ship has already been released, the fate of the other is yet to be determined. The claim of the Iranians is that that vessel was in the 'exit' channel when it should have been in the 'entry' channel. If so, in the rest of the world this would have resulted in the ship being guided to the proper channel and fined, not seized like a prize. The action they have taken is more in line with the Somali pirates but with a legal twist.
