If it's anything like a forum I admin on, it is most likely burnout. Good mods that stick around after dealing with all the bullshit for a while are a rarity.

If he persists in flooding the forum with multiple threads, receives a warning, and then does it again, he will be banned. He now knows this, as I've posted in his merged thread to that effect.

Congrats on your longevity. Of course, I haven't ever stepped down as a moderator, either. Sadly, I've never made it 7 years, though, because the forums I've moderated haven't ever lasted that long.
