Lingerie for small breasts?

Hey everyone. My girlfriend has 32A breasts and we've been having a hard time finding anything that fits her. Most places cater to 32B+. So my question for all of you is this: Is there a good lingerie store, online or off, that caters to petite women? Thanks.

Victoria's Secret. They actually size their bras a cup size larger than other manufacturers, so her 32A is likely to be a 32B at VS.

I don't know where you live but if you have access to a high end store such as Neimans, Saks, etc. they will have what you are looking for. My wife was at the other end with a 32DD, she was 5'4" & 109# and could not find anything to fit. Went to Neimans got what she needed and I took out a loan.
(since had reduction surgery)
