I think some people just aren't as sensitive there. Fortunately there are plenty of sensitive areas on the body...so if one isn't a particular hot-spot just move on.
Does she really want this 'fixed'? Or is it an issue to you for some reason? People are different...thankfully.
If it's REALLY a problem to her, have her ask her doctor...but I (being totally untrained medically) can't imagine any physical issue that coule be remedied.

I wish I could offer some advice, but any I have to offer wouldn't be practical.
My nipples used to be the same way. No amount of touching or sucking would do anything for me. Then when I got pregnant with my second kid, they became so sensitive that I could hardly wear clothing.
Once I got used to the new sensation it was incredible, and Mr. Bird has had lots of fun since then trying to make me orgasm from nipple play alone. I'm hoping that once I stop breastfeeding they will remain as sensitive as they are now.
So based on my experience the only way to change it is to get pregnant a few times. See, not very practical advice.

Does she have large breasts? If so, this may be the problem. As the breasts grow, the nerves get stretched and the fact is, the bigger her boobs are, the more like it is a woman won't have much sensation there. Trust me; sadly, I know this from experience - I personally only really have nipple sensation just at the same time I get all the worst of my PMS symptoms (oh the cruel irony!) So, when you read stories/ see porn with giant boobed woman moaning in absolute ecstasy over having their boobs touched or licked or whatever, well, enjoy the fantasy, but the reality is a different affair.
If this is her situation, then there isn't too much you can do in terms of increasing any sensation, but that's not the worst thing really - I still enjoy it when my husband plays with my breasts and all, because I know he enjoys it, and so it's overall a pleasurable experience for me.

I have luckily never had that as an issue with a partner, but I have read a number of places that nipples suction does a lot to increase sensitivity. If you want an easy, near zero cost way of trying this. Take two plasitc 35mm film canisters and after wetting her nipples (mmm the fun part) sqeeze the canisters somewhat flat and place it over her nipples, as it tries to reassert its natural shape it will form a gentle suction on her(his) nipple causing an increase in blood flow and some increase in turgidity (hardness). After a few minutes (5 or so) pull it off gently and see if it has caused any increase in sensation. This would be a temporary fix, but over time the constant increase in blood flow will cause her nipples to become more sensitive and somewhat larger. There are many other things that can be used for this, but that will provide a fairly gentle suction and they can usually be found laying around the house too. And its fun anyway, even if you have senstive nipples.

And being the wonderful photographer you are, you would just haapen to have a ready supply of those film canisters, now wouldn't you?
I've found getting my nipples pierced has resulted in a huge increase in sensation. Since going from a B to an E in 18 months, I got a significant reduction in feeling in my breasts, but the piercings have remedied that to an extent. Having said that, it's mostly only my nipples that are sensitive except when I'm very turned on.

I strongly disagree with you, peachykeen. I've been a D since age 16, and currently cannot gauge what cup size (somewhere between L-O) I really am. And I've always had sensitive nipples. Even more during my two pregnancies, of course. Oh, and I've been sagging due to gravity since I was 17, so that kinda kills your apple theory.
Also, between family, friends, co-workers, etc., I've known plenty of women who have large breasts and plenty of sensitivity. And none of them had implants or any kind of surgery or other situations which may easily cause a lack of sensitivity. Also, while most of the women I've known got large earlier, there were plenty who got larger (or large) due to various reasons (illness, weight gain, fiber myalgia, etc.) later on and still report plenty of sensitivity.

I'm a B-cup. Can't say I'm that much into breast play. I'm just not that sensitive in that area. I mean, it may feel nice as such, but it's not exactly a physical turnon. Guys seem to go straight for the tits, then you have to deal with the sucking, squeezing and god knows what. Sorry, I won't be all "OOOOHHHHHH AAAAAHHH!" from that.
