I think she understands that Congress is getting close and if Joe were to run again and win he'd be impeached fairly pronto and she and the rest of the family would end up in the jailbird hotel based on the evidence Congress is getting and has already. By forcing Joe out he ends his Presidency on a high note and Congress will live and let live as long as they stay gone.
