Taxes are what fund governments. Typically cutting taxes results in an increasing deficit. Trade tariffs probably won't off set the difference and will slow down trade which will further decrease government income.

Some savings can be had by slashing services. But reversal of the welfare state will include such things as old age pensions and Medicare. As well as general welfare.

Cuts to the military can net quite a few billion dollars. And if involvement in foreign affairs is planned then a huge standing army that police the world will not be needed. But this would be very unpopular with his voter base and the industrial/military complex. Many defence contractors are US based and job losses will occur.

Companies staying in America pay higher labour costs. This results in lower profits for stakeholders like mutual funds. Lower profits also means lower taxable income.

Infrastructure projects are short term fixes. Admittedly many municipalities do suffer from aging infrastructure. But will not stimulate long term growth.

Why have a strong military if you befriend Russia and can already beat anyone else in the world. Nuclear deterrent will keep rogue states inline.

Isolationist and protectionist policies do not work well. America was heavily both during the Great Depression. It took WW II to break out of that depression.

The rest of the world will either continue to develop and get ahead of the US. Or fall apart and then the US is alone. Think Russia is your friend for life now? Better for them to ally with a continental competitor and split the world between them.

Globalization and free trade are here to stay. Waving an orange finger at them will not make them go away. Even if that was a good idea.
