Sounds like just the person to send on a fact-finding mission, then.

It sounds to me like a waste of that person's time because the information is readily available from local sources. SF is a rather small city in terms of area but there are numerous pockets of poverty - Haight Ashbury, Skid Row, The Tenderloin, Hippy Hill in Golden Gate Park and others. A person might wander around in these places counting bedraggled appearing people but miss many homeless persons and count even more who are not homeless. Outside of asking, there is no way of knowing who is living under a bridge and who is not.
 
"Powerful" might be the wrong word, since the COS has no real authority. However, he or she has a great deal of influence. which can translate to power.

When Karl Rove was W's deputy chief of staff, did you complain about how much authority he had? I know some on this forum did.

The current speaker has no influence on the Pres. but he and his opposite number in the Senate have a great deal of authority of their own. Either of these two can expedite proposed legislation or delay or even kill it. They appoint people to committees or remove them and, in general exercise power in Congress.

The Speaker and the Senate majority leader can't even manage to get their own party to work together to pass any legislation.

When they won the Senate as well as the House, they were supposed to work together to produce Republican legislation that Obama would be forced to veto, definitively exposing the real source of the gridlock. In fact, they are simply imploding under the weight of their own obstinacy. They've run out of people to blame for not compromising with them. So now they’re blaming each other.

The House has sent the same bill to the Senate twice. The Senate has failed to pass it several times. In effect, they’ve treated the Republican-controlled Senate no differently to how they treated its Democratic predecessor, with similar results. Reflexively, House Republicans have their bottom lip extended and at the ready. Representative Michael Burgess stated,“We sent them a bill and they need to pass it. They need to pass our bill.” A tantrum is not far off.

The Republicans obviously have no idea what compromise means, not even within their own ranks. Their "leadership" has zero authority over their own.
 
So vette....are you bent because military action stupid or because not enough?

I'm betting you avoid the question all together....
