Some people voted for Trump because they were under the (incorrect) impression that there were billions of dollars in wasteful spending that could be cut without hurting anyone. Others simply hate government and wanted him to do exactly what he (or really Musk) is doing. It's pretty clear Humpday Horatio is in the latter camp. This isn't even the first time he's posted that meme.
