The file size was over 20Kb is what was too big. The limit is still 150x150 for dimensions, but the compression has to be enough to make the file size smaller than 20Kb too.

It depends on what program you use. When you save a file in Adobe PhotoShop 5.0LE you get the dialogue box below, where you can move the pointer to set the compression eachtime you save a file.

In PaintShop Pro 6.0 there is an "options" button on the save dialogue where you can set the compresion/quality when saving in JPeg format.
