I don't know if she was trying to send you a message or not, probably not, but she knew. I see women all the time in skirts and dresses who make a very conscious effort to make sure when they cross their legs or get up or sit down that they make sure they do it in a way where no accidents happen. This girl was wearing a very short skirt and didn't have the awareness to make sure no accidents happened? I don't think so. She knew exactly what she was doing. When I notice some similar things happen my inner voice tells me not to look casually but just glare and enjoy the show. So far I haven't listened to my inner voice but it keeps telling me that if these girls really want us to look then they shouldn't get all bent out of shape if we do it indiscreetly and just glare.

Short skirt

There are some skirts, and especially some dresses, where you cannot avoid making a show. I have a short black dress like that. If I wear it and am not extremely careful my panties will show, but not more since I don't go commando. Still, even being careful, you make mistakes. In fact, even in a knee length or longer skirt it is easy to show things, either accidentally or not.
