Because a staff member took a memo off his desk that would have pulled a key defense program out of South Korea while Trump wasn't looking, and he (the staffer) guessed correctly that Trump would forget all about it. If he had not forgotten, we would have lost the ability to know within seconds if North Korea launched any offensive missiles, and would instead have to depend on a base in Alaska, where NK would now have a head start of several minutes. And Trump's impetus for pulling out of South Korea? Purely personal.
