Delaying the $108 million principal payment due in May on short-term debt would free funds. The move doesn’t require legislative approval, the nonpartisan Legislative Fiscal Bureau said in a Feb. 13 memorandum. The terms of the debt sale allow Wisconsin to defer the payment in any given year, a procedure known as a restructuring, without defaulting.






A spokesman for the Wisconsin Department of Administration said the state is taking advantage of “favorable short-term interest rates” for the restructuring.

“With these types of notes, the maturity schedule and amortization is determined solely by the state, unlike a traditional bond,” said Cullen Werwie.

Werwie also noted in an email that Walker’s predecessor, Democratic Governor Jim Doyle, “utilized similar financial tools.”
 
This kicking the can down the road is one of the things that Walker campaigned against when he ran against his predecessor Jim Doyle.

Scott Walker, the governor of Wisconsin, is said to be a rising contender for the Republican presidential nomination. So, on Wednesday, he did what, these days, any ambitious Republican must, and pledged allegiance to charlatans and cranks.

For those unfamiliar with the phrase, “charlatans and cranks” is associated with N. Gregory Mankiw, a professor at Harvard who served for a time as George W. Bush’s chief economic adviser. In the first edition of his best-selling economics textbook, Mr. Mankiw used those words to ridicule “supply-siders” who promised that tax cuts would have such magic effects on the economy that deficits would go down, not up.

But, on Wednesday, Mr. Walker, in what was clearly a rite of passage into serious candidacy, spoke at a dinner at Manhattan’s “21” Club hosted by the three most prominent supply-siders: Art Laffer (he of the curve); Larry Kudlow of CNBC; and Stephen Moore, chief economist of the Heritage Foundation. Politico pointed out that Rick Perry, the former governor of Texas, attended a similar event last month. Clearly, to be a Republican contender you have to court the powerful charlatan caucus.

So a doctrine that even Republican economists consider dangerous nonsense has become party orthodoxy. And what makes this political triumph especially remarkable is that it comes just as the doctrine’s high priests have been setting new standards for utter, epic predictive failure.

I seem to remember you saying that property taxes were "Out of control" in Wisconsin. This ranks right up there with you blaming President Obama for raising your flood insurance premiums because the amount being subsidized by the federal government was reduced.

This is a big surprise? The GOP as a whole has basically become the party of stupid (to quote Bobby Jindal, talking about the stupid things the GOP is doing). Scott Walker is riding the wave of the idiots from the south and farm belt that make up its base, this is the basic GOP playbook:

1)That the 'govn'ment' does nothing good for the 'real americans', and that the cost of government is all the doing of public unions gouging their constituents, and it riles up the Elmer Fudds and the Bill Bob's and so forth, who nod their heads in agreement, of course

2)"Higher Education" is all about liberal propaganda, they aren't any better because they are educated, and all it does is tear our young people from cherished beliefs". So cutting aid to the state universities is striking a blow for good ole republican values, let's keep em back on the farm, stupid as a retarded slug and happily believing anything we tell them..... real american=ignorant asshole, stupid enough to believe the earth is 6000 years old, that the wealthy are blessed by God and do everything for the benefit of all, and so forth.....

Giving money for an arena, for a team own by rich white guys? Not corporate welfare, it provides jobs, it provides tax revenue, of course, isn't it obvious? (It isn't, municipally owned stadiums of the type we are talking about, lose money for the governments that pay for them. Teams pay only a pittance to use the arena, the government often pays to maintain them, and the debt payments on the bonds is a lot more than any increase in revenues from having the stadium.and oh, yeah, these stadiums produce few new jobs, and most of them are minimum wage.

Spend 300 million on a research university and you often end up with a high tech boom from having the university (ever wonder why the bay area has silicon valley? They have stanford university and they have the cal state schools, including Berkely, that fuel the high tech industry. Meanwhile, look at the university poor states in this country, and they depend on natural resources and the like for their income). Spend 500 million on a new stadium, and the beneficiary are the teams owners, they get a stadium pretty much for free, and get all these luxury boxes and suites that generate $$$$$$ for them.

What is really funny is the drooling idiots who cheer on morons like Scott Walker are very much the people who depend a lot on the government. In Wisconsin, it is the farmers and the farm industry who are beneficiaries of huge subsidies, both through the FDA (total subsidies? Around 100 billion a year), and things like subsidized power, roads, schools and other things that they themselves could not pay for. Farms have broadband internet and cable tv because the government subsidizes the cost of laying the cable out to rural areas, and so forth.

What supply side economics (which has totally failed, but they still promote it) is that big business and the well off need corporate welfare in the form of tax breaks, grants and the like, and otherwise cut taxes to the rich and leave everyone else to pay for it. All one needs to look at is Kansas, where Brownback proclaimed that Kansas was going to be a jobs engine, that it was going to have a balanced budget, with all his tax cuts; and the state faces a major crisis, their debt rating has been slashed, they have huge budget deficits to face, and instead of increasing tax revenue to pay for the cuts, they are seeing revenue from taxes basically dropping to the level of the cuts (ie if they cut 50 billion, they see 50 billion less in tax revenue), which means the cuts have failed to stimulate any extra activity (so if they cut 50 billion, but see a deficit of 30 billion, it would mean it stimulated 20 billion in demand).

It is going to be interesting to see how the hayseeds in Kansas react when the cuts they are doing takes effect, when their schools, already not highly rated, go down even further, when their kids can't get into major league universities and colleges, when their roads fall apart, their old go cold and hungry, when they realize just what kind of moron they have for a governor. I also am going to sit back and watch how states like the Dakotas, that crowed about how their tax cuts stimulated business, how they balanced their budgets while slashing taxes, are going to react when the real cause of their boom, the oil and gas tax revenue from fracking, dries up thanks to the plummeting price of oil.

The sad part is that there are points to be made about public employees and their benefits, in a world where 99% of people in the private sector have 401k's, the pension system for public employees is outdated, and especially the way they figure out the pension, where an employee can work a lot of overtime their last year, and end up with their full salary as their pension. Likewise, there are some truths to the rules about teacher seniority and layoffs, where how someone does in the classroom has almost nothing to do with who gets laid off. Of course, what Walker and those who knock seniority don't talk about, is that if you pull the seniority out of the equation, you will have school districts that routinely lay off senior people and keep younger ones, simply because the younger ones are cheaper, and would you want your kid taught by someone who is experienced (and good), or young, inexperienced but not as good? There is a real discussion to be had here, that ratings and seniority are important, that we don't just make decisions on cost. Even the private sector, as bad as they are, when doing layoffs will in the first rounds cut those whose performance is marginal, whether newer or more long term, before gutting further.
