Scott Walker marks Earth Day with layoff notices to dozens of environmental agency employees
According to DNR spokesperson Bill Cosh, 27 of the layoff notices were delivered to employees in the Bureau of Science Services, where Walker has planned deep spending cuts that have been criticized by environmental groups.
“Never mind that I, like most others targeted, are federally funded or funded from (a segregated account) and not general purpose revenue,” the employee wrote. “Thus, this measure will have no effect on the state budget.”

Walker's budget would have removed $238,000 in guaranteed funding for the state's 14 child advocacy centers — or $17,000 each — along with another $2.5 million in guaranteed funding for grants to put cops on the beat across the state and divert youth from gangs. Instead, those same programs would have competed for about $1.75 million in funding, or one-third less than they get currently in total.
But budget committee co-chairs Sen. Alberta Darling (R-River Hills) and Rep. John Nygren (R-Marinette) balked at most of those cuts, particularly those to the advocates who work with children who have been beaten, neglected or sexually abused.

When Walker created WEDC in 2011, he named himself Chairman of the Board.
Although it was a privatized agency, WEDC was in charge of a staggering amount of taxpayer dollars: $519 million in bonds, grants, loans, and tax credits in 2011-2012 alone, and the WEDC board is ultimately responsible for those dollars. While experts debate the role state government plays in job creation, one set of jobs Walker can more precisely lay claim to are those created by the economic development corporation he governs.
In 2012, the Milwaukee Journal Sentinel broke the story that WEDC had lost track of $12 million in loans because it never asked businesses to pay back them back. The federal housing authority demanded changes at WEDC after determining it had spent some $10 million in federal funds without authorization. A damning 2013 audit by Wisconsin’s professional, nonpartisan state audit bureau made headlines when it documented dozens of ways in which the new agency was breaking the law. The audit showed that WEDC made awards to ineligible recipients, for ineligible projects, and for amounts that exceeded specified limits.
