They didn't have a code of conduct. I would suggest having one is an improvement

They have nothing but words on a page. Compliance is voluntary. Non-compliance has no consequences. Independent Oversight is non-existent.

Incorrect. The OP has the code of conduct as posted.

It may not meet some sort of standard you want them to have, but it exists when it didn't before. That's an improvement.
