Set up an avatar?

I am trying to do this but in the CP there is a control for avatars and it seems permanently set to "Do not use avatar" - I can't change it.
Any advice?

Keep posting,till you reach 100 posts and then that options will be open.

When you get to 100 posts, you can send $100 to me and I will use it to ask the Avatar committee to aprove you.
