Could a state, say California or New York, legally refuse to send federal tax dollars to Washington?

Some forum members have floated the idea: if red states can pick and choose federal laws to follow (or not), then what stops blue states from withholding funds in protest when the federal government acts in bad faith or undermines their policies?

It's clear that under the Constitution, individuals pay federal taxes, not states. The IRS collects directly from taxpayers. States themselves don’t “send” tax payments—they remit payroll and other collected taxes in the course of their operations, but it’s not optional.

However, what if a state tried to resist federally mandated spending or challenged how its tax base is used? What precedent exists for that kind of defiance? Could a legal case ever be made?

On the flip side, presidents like Trump have withheld aid from states based on political loyalty, often with vague or shifting justification. Puerto Rico, California wildfires, and COVID-era support all come to mind. So the question stands: if the executive can selectively punish states, why can’t states retaliate in kind?
