Which is almost certainly a bad idea.
its not even a reboot...just a half-boot.
The problem isn't how much history there is. The problem is that the stories so often suck and there are simply no consequences. You KNOW Lois isn't going to die. You KNOW that if a hero loses their powers, they'll get them back. You KNOW these things.
And who can blame the publishers? These properties make money, changing them means putting that money at risk. Worse, killing them.
Personally, I think the solution is a ten-year cycle.
Plan out a 10 year cycle. 120 issues for each title. Make each issue matter, make each story significant. Make the characters grow and change. Make the universe rich and deep in ways people care about, not in the number of types of kryptonite.
Write.
Good.
Stories.
And in 10 years, close shop and start over.
New takes on the same characters, new styles, all that.
Write.
Good.
Stories.
(also, really, if you want young and hip for your reboot, I'm not sure that you'll get that from guys in their 50s...(I'm looking at you, Perez...)...bring in new, young, hip talent. Find the next Neil G., Warren E, and so forth)
