I am not sure. It doesn't appear to be.i will be watching... the guy that did original deck was an idiot so I expect it was done wrong... yeah for me

There was a bug in my powdered creamer crap.
It landed in cuppa #2.
It was dead.
I fished (bugged) it out and washed it down the drain and have noticed no discernible difference in flavor(u)r . . . .

Honestly, if it's free standing I think that's a better design. A small gap between the siding and the deck is a good thing, IMO.
