He can only do what the law says he can do. So if the law details a foreign nation, by ignoring that part he is violating it or, at the very least, abusing the power.

You can take a knife and cut yourself to the bone, take a 12 volt battery and you still won't be electrocuted. E=IxR....You die only two ways from electricity. Either it stops/disrupts your heart, or it "cooks" you. A 12 volt car battery doesn't meet the criteria through Ohms law for either type of death.
