Actually I kinda hinted at him in earlier posts. Dale's assistant happens to be named Gar. Short for Garfield, Garfield Logan. He was last spotted running to try to save Merick from an apparently K-infected dog. Then the sky fell.

Figured introducing him into Smallville he should be more meteor freak then other. So, he was infected by the dog biting him, and then he was pelted about trying to save an office full of sick animals. The K warped his DNA allowing him to turn into various animals. Basically just replaced the Green Monkey origin with Green Dog.
