The reason they want the government to underwrite their education is so they can pursue those bullshit degree programs. The program linked in the OP is a vetted program, no money for bullshit degree's.

On a more serious note, there's something to be said for the view that higher education isn't primarily an institution that sells qualification to students. Rather, it's an institution that sells debt to creditors.
