I've seen it in multiple places from multiple people, and the only thing any of them have in common seems to be that they're not regular posters here.

That is merely an option that can, for those with a gift for troll massacre, speed up the process of becoming a Regular. Otherwise,a bit of tenure and reasonably decent deportment are all that's required.
